Background of the Study
Government-owned hospitals are a crucial component of the public healthcare system in Nigeria, providing accessible and affordable services to large segments of the population. In Kaduna State, these hospitals are intended to serve as the backbone of healthcare delivery for both urban and rural communities. However, concerns about the quality of care in government hospitals have persisted, with issues ranging from inadequate infrastructure and staffing shortages to poor patient satisfaction and management inefficiencies (Aminu, 2023). Quality healthcare encompasses not only the availability of essential services but also the effectiveness, safety, and patient-centeredness of care. Recent evaluations suggest that while government hospitals play a vital role, systemic challenges hinder their ability to meet the growing healthcare demands of Kaduna State. Improving the quality of services is imperative to enhance health outcomes and build public trust in government healthcare institutions (Ibrahim, 2024). Moreover, effective quality improvement strategies require robust data and continuous monitoring to identify gaps and implement corrective measures. This study aims to critically assess the quality of healthcare services in government-owned hospitals in Kaduna State, with a view to informing policy reforms and resource allocation (Chukwuma, 2025).

Statement of the Problem
Despite significant investments in public healthcare, the quality of services provided in government-owned hospitals in Kaduna State remains a major concern. Many hospitals suffer from overcrowding, outdated equipment, and insufficient staffing, leading to suboptimal patient care and satisfaction. These deficiencies contribute to prolonged waiting times, misdiagnoses, and higher rates of healthcare-associated infections. The gap between policy intent and actual service delivery undermines the trust of the populace in the public health system. Furthermore, limited monitoring and evaluation mechanisms make it challenging to assess the true extent of quality issues and to implement effective interventions. This situation not only affects patient outcomes but also increases the burden on the overall healthcare system, calling for urgent measures to improve the quality of care in government hospitals (Okoro, 2023).

Objectives of the Study

  1. To evaluate the quality of healthcare services provided in government-owned hospitals in Kaduna State.
  2. To identify factors contributing to poor service quality and patient dissatisfaction.
  3. To propose strategies for improving service delivery and patient outcomes in these hospitals.

Research Questions

  1. What is the current quality of healthcare services in government-owned hospitals in Kaduna State?
  2. What factors contribute to the suboptimal quality of care in these hospitals?
  3. What interventions can enhance the quality of healthcare service delivery?

Research Hypotheses

  1. Inadequate infrastructure and staffing are significantly associated with lower quality of care.
  2. Poor management practices negatively affect patient satisfaction and outcomes.
  3. Implementation of quality improvement initiatives will lead to measurable enhancements in healthcare services.

Scope and Limitations of the Study
This study focuses on selected government-owned hospitals in Kaduna State. Data will be collected through patient surveys, interviews with healthcare professionals, and analysis of hospital performance indicators. Limitations include potential response bias and variability in hospital resources.
